When a disk will only transfer files at 4MB/sec, it is running
in PIO mode. You need to select "DMA, if available" in
Device Manager. And if excessive CRC errors are detected
by Windows, that can be the reason that the devices are
being run in PIO mode. See the "Workaround" section on
this page for example:
