Assigning Outlook to Computers

I have a mixed environment - some XP Pro machines some Win2k Machines. I am
upgrading my mail server from a normal Pop3/SMTP Server to an Exchange 2003
server. Some of the clients have older versions of Outlook (office 2000
office xp).

I want to deploy Outlook 2003 to all the clients and have it simply add the
Exchange profile to the existing profile after they are upgraded to Outlook
2003.

I have created at Test OU and have some test pcs moved into it. I have
applied the group policy to the test ou. The only thing that is done is the
package is assigned to the software settings of the computer config. The
package contains the MST file that should add the exchange profile and
remove previous versions of Outlook.

It works great on my Win2k Client but only deploys the software to the XP
clients - So this means on the win2k clients it works great - add the
account to the existing profile. On the XP clients it only deploys the
software package. I have tried it with and without adding a prf file and it
doesnt work.

I am at a loss.
