When I double click a file to open it, how can I change the program that
responds?
Such as assigning mp3 to VLC rather than Media Player?

Right-click on the saved file and select Open With

But that will neither change what that file opens with the next time I double
click access it, nor will it change how other files of the same type open.
Is there a way to make the change permanent?

Yes. Enable the checkmark "Always use the selected program...." in the Open With dialog.
