create machine connections rather than user connections. If Server 2003 R2
is part of the mix you can deploy the printer with group policy.

Once you have the connection, you can disable the addition of printers by
users via policy

Printers
Prevent addition of printers
This only blocks the UI. Anyone with tools can still add a printer.
