What is this "assembly" folder in the Windows folder??

Whats the purpose of this folder? There is also an icon in the toolbar where
you can adjust cache settings. Is this the virtual memory? Right now it says
cache space is 0 bytes for the C drive. What is this "Download: 48 MB" store
limits setting?

It is for the .NET stuff.
