I have the option in bios to have AGP fast writes turned on, should I have
it turned on?

Sure, go ahead and try it then if your games are instable,
disable it again. If you're not a gamer, just leave it
disabled as there is no need for fast writes in 2D uses.

Fast Writes make very little performance difference though,
if you're looking for "more" video performance a different
video card is the answer.

Yes, you want it on. With a fast computer, there is no reason to
delay the write to the AGP.

Also, you want wait-states to the HDD as zero seconds.

Hope this helps
