Hello,
When they mean 'no phone line', they most likely meant that there will be no
dial tone when you use the phone line with a traditional phone.
DSL Internet can still work on a phone line which does not have the phone
line service activated. You won't be able to make calls, but you can still
use your DSL model on it.
