Ask for the notes on XP ICS port forwarding:

I would like to use a computer as some kind of gateway that
accepts connection from outside and then forward the telnet
request to another computer inside the network. The
computers are set by using ICS.

after setting up ICS and enabling port 23 forwarding on the
computer, why does the computer still not listen on port
23? how to enable it?

Hi -

Windows XP doesn't come with a telnet daemon - and that's
probably why the machine isn't answering on port 23.

Your best bet is to obtain a copy of Windows Services for
Unix v3.0 from Microsoft at

http://www.microsoft.com/windows/sfu/default.asp

or a third-party telnet service.
