Arrow keys don't work with FrontPage 2003

Using FrontPage 2003, when I open a web page and attempt to edit web text
(in design mode) I cannot move my text entry cursor using my keyboards arrow
keys. Regular keyboard keys work fine, and so does the backspace key, but
trying to move up/down/backward or forward using the up/down/left/right
arrow keys does nothing.

Has anyone else experienced this problem? If so, have you discovered a way
to fix it?
