ARGHH! outlook 2003 has revoked my permissions!

OK -- I "upgraded" from Vista back to XP -- then "upgraded" from Office 2007
to 2003 6 months ago. Is this microsoft payback?

Hee's the situation: I'm a long, long, longtime user -- familiar with the
many winning undocumented features of MS Off But just now I went to write a
simple rule: move mail from ThisSource to a ThisFolder. Piece of cake, right?
Not right!

Outlook "virtually" slapped me back and informed me I lacked "appropriate
persmission ...!" Mind you I'm the sole user, always have been; the sole
admin, etc., no user profiles to get into conflicts. Went to delete a
different email: BAM! "You lack appropriate permission to perform this
operation."

Yes, I did the 'close it down/open it up again' exercise -- nada.
any ideas friends?
