Only some of the e-mails from the folder I am trying to archive are actually
moving . I have already checked the modified date so it's not that. Any
other suggestions?

by "modify date" do you mean forwarding or replying to the message? that
will reset the clock on them...

I'm referring to a time/date field in the folder. My understanding is that
archiving is done according to the "modified" date as opposed to the
"received" date so I checked it to make sure the archive date I set was later
then the latest date in the folder. Still...only a random selection of my
e-mail moved to the archive folder. I wound up moving them manually but that
shouldn't be necessary.
