Archiving Chinese Charactor Filenames on CD

Is there a way or program that can archive chinese charactor filesnames on
cd. I tried to use XPSP2's cd buring capability but the chinese charactor
filesnames was not preserved. I tired Nero 6 and the chinese charactor
filesnames was also not preserved
