Archive.pst problems

I get an error message when I try to open my Archive.pst folder:

Cannot expand the folder. The set of folders cannot be opened. The file
archive.pst is in use and cannot be accessed. Close any application that is
using this file, and then try again. You might need to restart your computer.

There is not another application that is using this folder. Not one that I
can find. I've also restarted my computer and still it cannot open it.

Is there something else I can do besides copying the folder and setting that
up as my archive.pst data file?

Have you run the Inbox Repair Tool on it (scanpst.exe)?

No I haven't. How do I run the Inbox Repair Tool?

Are you including that file in a search index or scanning it with an antivirus
program? If you start Outlook with the /safe command switch, does the error
still occur?

Search for scanpst and make sure you include hidden files in your search.

Close Outlook and locate scanpst.exe

I tired the scanpst.exe and I get this error message...
The file archive.pst is in use by another application. Close Microsoft
Office Outlook and all other mail-enabled applications, and try again.

This means something is keeping Outlook running.
Have you already applied Service Pack 2? It is more aggressive in
terminating links of add-ins and other 3rd party applications that are
preventing Outlook from closing completely.
