How to archive Outlook 07 emails when the feature is locked down?

Does anyone know how to archive off email messages from Outlook 2007 when the
ability to create .pst locally is disabled?

Any help will be very much appreciated.

There is no way to archive from within Outlook if you cannot create a PST.
