Archive Folder did not close correctly Opening outlook in safe mod

outlook 2003
A users outlook always displays an alert message saying outlook Archive
Folders did not close properly do you wish to open in Safe Mode.
Outlook then checks the folder and completes the process but message appears
next time it is launched.
Can only open in Safe Mode.
