Archive file for 'Top of Personal Folders' not found error

After upgrading to Outlook 2003 SP2 I started getting an error when running
an archive of my personal folders saying:

Error while archiving folder "Top of Personal Folders" in store "Personal
Folders". Path does not exist. Make sure the path is correct.

I haven't intentionally changed any paths. How would I fix this? BTW, I do
have a lot of the retention periods customized for different folders so if
possible I would prefer to not reset archive attributes to the default for
all folders.
