I am due to leave work on maternity leave for 9 months and would like
to set up various rules to archive/delete certain types of message, in
order to ensure that my mailbox doesn't reach it's limit during my
absence.

Will these rules run if Outlook is shut down?

No. Archiving requires a local PST and thus Outlook must be running in
order to reference it. Also no if you don't use an Exchange server to store
your mailbox. If you were simply deleting and you use an Exchange server,
then yes.
