Arabic Language conversion how to proceed.

I have developed an application in C# (VB.NET) for Pocket PC 2002.
The i need to the application to support arabic also.
(I am not sure whether it is possible to have same software with
multilanguage support where application user can decide which language he
needs while login!)

Please help me to do this.
I had listed some possible issues i may need to resolve.
1. Language specific Keyboard conversion (May be user can choose upon)
2. Label conversion.(how to achieve this). Do i need to use any xml files
from which i can load the unicode converted label text.
3. Language based alignment
3.1 For english the label should be from left to right) and the label
location should be left of the editable control.
3.2 For arabic the lable should be from right to left with location on
right of the editable control.
4. Language based input controls.
5. Language based validations?
6. Can i have same applcation and let user choose which language he wants
the lable and input to be on login based on some xml files?
7. Do i need to recode my application?

Heard some software are there which will do some part of this for me. How to
find out which one is good for me and from where.

My question seems to be lengthy but i am not able to figure out what
methodology i should adopt for acheiving this as i am in my initial stage on
this issue.
