Apps hang or don't even open

I have a HP Proliant DL380 2.4GHz 2GB RAM. When I right click "My Network
Places" & select properties, I get a hourglass for a couple seconds but the
window never opens. When I try to open Add/Remove Programs it takes around 20
mins for the window to open. Then when I use the installer to install a
program it just hangs saying "preparing to install". My Internet Servives
Manager was able to stop my Default Website without a problem but hangs when
I try to start it. CPU usage shows only 3% & memory used 400MB. Event viewer
doesn't show anything wrong. Has anyone ever encountered a problem like this?

Found the culprit. I had installed APC server then had moved the Proliant to
another server rack & it was no longer connect to the APC UPS. Apparently the
APC server kept trying to start which was causing all the problems. I was
able to uninstall APC & now Win200 Server is working fine.

We had the same problems after installing the latest MS patches. I
uninstalled Powerchute 6.x and it works fine now.
