Appropriate permissions

      30th Jul 2004
I have 4 users and we all have our own passwords. No one
can go into control panel and change their themes or
backgrounds. WE all get the error message "Windows
cannot access the specified device, path, or file. You
may not have the appropriate permissions to access the
item." What do I do? My password is supposed to be the
administrator but I can't get anywhere. I could at first
I think.
