are AppointmentItems always stored in .pst file?

I'm writing an app that needs to see the User's appointment in
Outlook. Are appointmentItems always stored in the .pst file? Or does
it vary by Exchange/non-Exchange, or version?

Yes, it varies, depending on what location the user has designated as their
default information store.
