Appointment Requests coming over as messages

I am "inviting" individuals that reside on one server from an Outlook
calendar on another server. When the appointment request goes to the invitee
it does not come over as an appointment but rather looks like a regular
e-mail with an attachment (that still does not have accept/decline buttons) -
Any suggestions on how to make an appointment come over as an appointment
htat may be ACCPETED or DECLINED
