Were the time zone updates that came out back when the DST law changed
applied? How about the recent TZ updates (last month)? The time zone and the
DST setting might be correct, but of the system doesn't know the correct date
of the time zone change because it doesn't have the TZ updates, then it will
still appear incorrect.
