As soon as I enter a Start time in Outlook 2007's appointment calendar, the
End time date jumps to the next day. How can I make it stay on the Start
date? Thanks.

If you are double-clicking on a date in the Month view, then you are creating
an all-day event and you will see an end time of midnight the the following
day. Describe exactly how you're opening the new appointment and what
Calendar view you're using when you do it.
