I would like to apply two different master slide formats one each for the
(a) title layout slide
(b) title and text layout slide

However, when I try to change each one via VIEW, MASTER: i get only SLIDE
MASTER as the option. And apparently it is the same version for the two
layouts.

How can I apply one layout for title and another for non-title?

I think I understand your question. Try this:

In View > Master, select Insert Slide Master or Insert Title Master.
