Applying hotspots to graphics positioned absolutely

Am I not able to apply a hotspot to an image that was positioned "absolutely"
in FrontPage 2003?

After inserting a picture from a file and repostion it using "position
absolutely", when I try to add a rectangle hotspot my pencil turns into the
move tool and moves the element.

Looks like it (FP2003). Nothing I do prevents the image from dragging....

Either apply the hotspot(s) before positioning the image, or create and
position a layer, and place the image in the layer.
If there is only one hotspot, you could make a link from the entire image.

Those are reasonable workarounds. FP's UI definitely misleads you on this
one, however.
