Applying Group Policy causes Userenv errors

I have followed all the steps in the following document

Here's the exact error I'm getting.

Event Type: Error
Event Source: Userenv
Event Category: None
Event ID: 1058
Date: 26/09/2005
Time: 11:53:56
User: NT AUTHORITY\SYSTEM
Computer: MCOFFEY
Description:
Windows cannot access the file gpt.ini for GPO
cn={4A83A1D7-173C-469B-A120-4B739A18F0B8},cn=policies,cn=system,DC=<domain>,DC=com.
The file must be present at the location
<\\<domain>.com\sysvol\<domain>.com\Policies\{4A83A1D7-173C-469B-A120-4B739A18F0B8}\gpt.ini>.
(Configuration information could not be read from the domain controller,
either because the machine is unavailable, or access has been denied. ).
Group Policy processing aborted.

I have 40 new Dell's all with Windows XP and all having the same problem.

I also should mention that I can also get the XP machines to connect to
\\<domain>.com\ and see the SYSVOL and NETLOGON shares, but they cannot
connect if I double-click on the share. All 100 Windows 2000 computers are
able to access the \\<domain>.com\SYSVOL shares using DFS no problem.

You cannot open file shares or Group Policy snap-ins when you disable
SMB signing for the Workstation or Server service on a domain controller

The Microsoft site is not allowing me to get into the groups so I am
using Google, but I'm the topic starter.

I have tried both of those articles, but it's the same issue. Should I
just roll out Windows 2000 on those machines?

And the computers are all using XP SP2. All the latest updates and
patches from http://windowsupdate.microsoft.com/.
