Applying Computer Settings

I have a small domain with 5 PC's. Windows 2003 SBS with
Windows XP clients.
One of them hangs on Applying computer settings. It takes
atleast 15-20mins to get passed it but if you unplug the
network cable it works fine, so its something network
related that I can't figure out.

I have: Checked all phsyical connects including ports,
drops, NIC, switch Ports.
I have removed and readded to domain deleted the computer
account.
Removed computer from all GPO's.
Checked ALL of my DNS and all is correct, where it points
to the proper DNS, and we run Dynamic DNS where both A
records and PTR records are correct. I know somewhere its
possibly DNS but can't figure out what.
I have checked all event logs both client and server side
with no errors or anything that would suggest what it
might be.
I have checked all services, network services, ran through
MSconfig and startup selections, removed all spyware,
replaced RAM.


I've never come across anything like it.

If you have any advice at all please reply.

Is that computer using the same protocol ?
Are all computers using XP ?

yes they all use tcp/ip and all run XP sp1.
