Does anyone know how to apply a format within a formula? such that the
result can determine the cell format?

A formula cannot change the format of a cell - it can only return a
result. Perhaps conditional formatting is something you should be
looking at?

Perhaps you are thinking of Conditional Formatting, located on the Format menu
