Ok I know it's possable to create a local Group Policy that is applyed
to users and not to administrators in a non AD computer. But what I
would like to know, if it is at all possable to apply that same GPO
created on the one PC. and apply it to other PC's?

copy
%systemroot%\system32\GroupPolicy\Machine\registry.pol
%systemroot%\system32\GroupPolicy\User\registry.pol
and do a gpupdate /force
