applications not opening - rundll32.exe

I run Win XP Home. Two days ago, it started requiring I select which app to
use when opening ANY application. When I try to update using Win Update, it
asks me to download, then a box appears asking to save (I do) and the window
asking which app to use pops up again. A circle.

I keep getting this msg: windows/system32/rundll32.exe application not
found.

I can't open, delete, etc. almost all files. What is this (corrupted
registry?) and how do I fix it?

Is someone going to tell us how to fix this problem
