Application won't run in one folder, works fine in another.

I have an application in a Program Files folder. If I try to start it with a
left click, the screen barely flickers, and the program does not start. If I
right click and select open the same thing happens. I made a shortcut and a
left click gives me a message that the program has been moved or changed, do
I want to delete the shortcut. I checked the path under properties and it
points to the program.
I copied the entire folder into a test folder. The program runs fine.
Unfortunately I need it to run from the program file folder. I have
uninstlled, reinstalled, uninstalled, turned of PC-Illan and all not required
programs. Reinstalled, no luck.
The second bizarre thing is the desktop. When I right click on some
application icons, the first menu item is PIN TO START MENU. With other
application programs the first menu item is 'Open". I am Confused. Tkanks
for any help.

The default action is the item that's in bold characters. The item
listed first is probably the item Windows thinks you would use most
often from a context menu within the Start Menu.
