application runs on only one user name

i have windows XP. and there are 3 user profiles on it, all of which are of
administrator status.

my user profile (i will call that user A) is the main user, i am the user
that users the pc the most, i run most appliactions and do all the updating
and downloading.

however two of the other users (i will call them B and C) dont seem to run
many applications and are also very slow. user B and C cannot run windows
media player 10, as when they try they receive 'an internal application
error'. also user B is very slow in running. i have tried to clean most
temparary files, such as old pictures and music, as well as other files. also
for the applications are have tries many times to re-install software and
have seeked much help. but the problems persist.

what i would like to know is that why some applications only run on user A
and not for the other two. and also is there any software that i can use to
thoroughly clean there profiles, maybe even the enitire pc.
