I'm trying run Battlefield Vietnam by EA games on my 2003 Server and run it as a server for the game what do I need to do to fix this problem?

Define "server for the game". Are you trying to spawn a shared game? I doubt
very much that the manufacturer allows this without restrictions. Why not
check with EA's FAQ.
