application error after startup

Every .exe program on my laptop (XP) reports an application error after
startup. Most say "to terminate progam click okay" I cannot go any further
unless I click okay. One or two give the option to click debug but it
doesn't seem to do anything. My desktop loads just fine but I cannot launch
any applications except windows explorer. I can drag and drop files but
can't open them. I cannot open anything. I called my Virus Software Company
and they said it is not a virus, we tried to do a system restore but again
couldn't launch the program. They think somehow my XP Operating System is
unstable. Right before this happened I got a message from windows 2009 that
my virus system was not up to date. Since I don't have that virus software
through windows I clicked the remind me later option. I see an icon on my
machine for windows 2009 which is new, again I cannot launch it. Can anyone
help me?

It might not be classified as a virus but I think that you do have a
pest on your computer.

Your statement vague and not clear what Windows 2009 and where you got it
from?
If what you see is the Zlob/Vundo/Fake alert Viral infection then you need
to run a thorough scan for malware and viruses or best if you took it to your
local computer repair shop for help?

Run a thorough scan by doing the following steps:
1... First, try to clean up your caches, Internet files and delete cookies
by doing this:
Click Start >> Control Panel >> Double click Network and Internet
Connections >> Double click Internet Options.
On the IE properties windows you will see these Tabs:
General | Security | Privacy | Content | Connections | Programs |
Advanced
Under General Tab clear your History, Internet Files and Cookies.
Then click on Advanced tab and scroll down to under the Browsing Option:

[ ] Enable Third-Party browser extensions (Req Rest) uncheck this box.
Then click on Programs Tab and click Manage Add-Ons and Disable all non
Verified Add-Ons (You should Renable them later one-by-one and see the
culprit and update it or remove it.

Your 'Virus Software Company' said it was not a virus, what virus company is
that?
Well they were right, technically. You are not infected with a virus you are
infected by a trojan.
Did you mention to them that you had this program "windows 2009" on your
computer?
