Application Data not redirecting

My GPO is set to redirect My Documents and Application Data. On my XP
machines it is not redirecting the App data, only My Documents.

Also using Office 2003 and when I setup a user it points to his local data
folder, not the redirected one on the server.

How can I fix this?
