Application Access Rights

I have a client that has for whatever reason been given a machine purchased by the corporate office to use in their local warehouse here for access to 2 different programs. 1 is a stand alone application which has "limited user" access rights when accessed under the "limited user" sign in account name.
The other is a UPS program for shipping purposes. This account was installed under an account name lets call it "John Doe" which had administrator rights. I logged into the other account and dropped "John Doe" to limited account and the UPS program would nopt run. When I changed "John Doe" back to administrator rights, it worked fine. WinXP Home doesnt have the local user and group right in administrative tools as I have noticed.
How do I give the program access rights for all users under and administrator group account in Windows XP Home, and be able to use the UPS program inside a "John Doe" limited account?
