Applicant ID error

I am getting the following IE error when hitting a <Submit> button on a
website: "Applicant ID 00000049366 cannot be assigned (1115,58) - Automatic
assignment of the applicant ID has failed because the Applicant ID is already
in use. Check the Last ID Assigned page on the Installation Table." Is this
a problem with the website, or my IE/computer? Can anyone shed light on this
and how to fix it? Thanks!
