"Applaying computer settings" after logon.

Hello,
Some times at some PC's in domain "applaying computer settings" is after
logon.
Any one know why "applaying computer settings" is after logon ?
Almost in all case after gpupdate "applaying computer settings" back to
normal - execute before logon.
