Applay local policies to all users except administrator in workgro

I wont to use Local policies to mange user interaction when they log on.
I wont to forbidden lots of stuff to users when they log on. (like: Control
panel, run, task manager......)
I don't wont to forbidden administrator anything when he logs on.

Operating system is windows 2000 Professional whit SP4.

I tried one of Microsoft solutions (kb293655) but it does not work.

What doesn't work? It applies to Admins to, or it doesn't apply to users?
