app will not run from cab install

If I use Visual Studios to create the cabs for my app the app runs fine on
the PDA. Even on my machine, if I use cabwiz (with the BuildCabs.bat and an
edited inf) to create the cabs they also work fine on the PDA.

However, if the cabs are created on any other machine, the app will not run
on the PDA. I've tried on 2 other machines and the problem occurs with both.
Using the same files, though, on my machine it works fine.

Does anyone know why this might be happening?
