I've been working on a project lately to get a paticular mail server to
operate for me. I've been able to send mail with it, but unable to recieve
mail because it requires APOP authorization. Is there an Add-In or program I
can use to give Outlook this functionality?

How is that an answer to my questions?
See the documentation of your mail server on how to change the
authentication mechanism.

Oh. And it's not a server I can control. I just have an account through it
and wanted to know if there was any way to use APOP with outlook.

Then it is not possible. Outlook and many other mail clients do not support
APOP.
If you really need this to work, then you could set up a local mail server
(could run as a service on your own machine) which supports collecting mail
from an APOP authenticated account and then configure Outlook to collect
from your mail local mail server.

I'm not sure if web based mail service (such as GMail or Live Hotmail)
support downloading from APOP authenticated account. If they do, then you
could use those as a proxy instead.

Thunderbird actualy works for the collection of mail, but the whole local
mail server idea has me interested in this idea. Can you give me some
information on setting one up?

Not really, I'm just saying that it is theoretically possible. You'll first
have to find a mail server that suits your needs. There are quite a number
of mail server offerings, some are free but usually they come at a price as
they are intended for corporate and not private use. If proxying it via
Gmail or Live Hotmail works, I'd go for that.
