API to create wipe a drive and create a new partition?

Sorry if this is off topic.
If there is a better group for this question please let me know where
to post this question.
I am creating a recovery system for the digital appliances im working
on.
One of the things I have to do is to boot of a usb stick then run a
program repartions
a disk on the digital appliance into two partions and set the first
partion as active.
I have been told that I have to do this programatically (not as a
script) would anyone know
APIs are involved in creating an NTFS partition?
