My Windows XP won't find my Apacer Handy Steno HT203 1GB USB2.0. I connected
to another computer that has Windows XP but no problem...it's there. Any
suggestions?

Are other USB devices working fine on your computer?
Check Device Manager(Start>Control Panel>System> hardware>Device Manager) to
chech if the USB ports are installed and working fine. Try different USB
ports(front and rear) and check.

Yes my other USB Devices are working fine. That's why I can't figure out
why it's not working but it works when I connect it to another computer.

Try a USB extension cord. Had a USB accessory that was apparently not
quite long enough in the connector to make good contact. Worked on other
machines same as yours.
