Anytime upgrade discs with SP1

Am I correct in assuming that Anytime Upgrade discs will have SP1 reasonably
quickly, as it's not possible to upgrade from an SP1 system to a pre-SP1
system? So once SP1 machines are in stores, it'll be possible to order SP1
anytime upgrade discs (upgrades won't be possible otherwise).

Be nice to clean install with a slipstreamed SP1 DVD...
