I am attempting to insert a rss feeder into outlook.

I have it up and running. But I get no preview nor sound when a new items
appears.

Is there something in outlook that tells it to make a noise when ANYTHING
hits the inbox? regardless of the source?

Inside the inbox, I am getting the symbol of "post to this folder". I am
assuming that outlook either does not classify it as an email, or because it
is not coming through the email account setup.

Without writing a rule. I am looking for something simple ( hopefully)

So you're using a 3rd party solution to add RSS functionality to Outlook?
Then consult support for that 3rd party solution.
