I click on them and nothing happens.

Sometimes even if something does happen, I get the OPEN my documents
dialog......

basically, I can't click on outlook within outlook express and view
HTML links.

Try posting this in an Outlook Express news group - this is not one of them.
Outlook is a part of Microsoft Office and is what this group supports.
Outlook Express is a part of Internet Explorer and has its own news groups.

PS, I checked my firewall and even off, when I click on a link I get
the Admin/My Documents folder that opens, on and when I click on any
link,.....

Usually a file association problem ; Do: Control panel>File options>File
types>Select "HTML" under file types - lower dialogue box should state
"opens with IE" - if not click on "change" and select IE. If does say
"opens with IE" then click on advanced > "open" should be the default action
(will be bold typeface)

1) Ask in an Outlook Express newsgroup.
2) If you're using IE as your web browser, try clicking Tools>Internet
Options>Programs>Reset Web Settings. (Posted about a hundred times a week.)
