Anyone know of a vpn that can be integrated with a winforms app?

Are there any vpn add ons or 'controls' that can be integrated with a
winforms app? It would be interesting to know if this is an option. vpn
is good but having the user start up a separate app before starting the
winforms app is a minus.

There is IPSEC a VPN solution with APIs on Win XP pro, Vista all
editions and Windows 7 all editions I think.

IPSEC is a general protocol available in recent versions of windows
right? I am looking for something that is less bare metal, I think. I'm
not sure what ought to happen on the server side; the idea of course is
to have a server that accepts secured vpn connections and then provides
access to the db layer etc. I'd guess that IPSEC is good with windows
server's built in vpn service. Is it also good with say cisco vpn
devices like pix? I'm sure I can google re this but if anyone has been
through this it'd be interesting to hear about it.
