More keyboard than systray oriented.

Winamp can already be controlled with the keyboard

GAC works if Winamp is not the focused app. (background or hidden)

I only have Winamp 2.81 here and global keys is not an option in it.
Don't know if W has them in later versions.

For that matter: Winamp agent minimized to systray seems to meet OP's
requirement. (Not sure, I moved to foobar2000 a while ago.)

You coupd check out the plug-ins on winamp5.. there is a system-tray icon
adder plugin that just needs configuring..
