Is it true that one must be a PAYING Hotmail user to continue to be able to
download Hotmail emails locally on their machines via Outlook 2007?

Has anyone succeeded in doing this with Outlook 2007 and if so, are you a
PAYING Hotmail member?

I am a paying hotmail user, and mine worked fine since Jan 01 2007 until
about 3 weeks ago. At first it started asking me for my password more and
more, but would eventually connect. Now it won't connect at all. My 2003
Office has no issues.

I deleted my hotmail account and tried to recreate it - but have never
reconnected.

I even deleted my outlook pst file and created a new one (thinking there may
have been some type of corruption that caused the issue) but I still cannot
connect to my PAID hotmail account with Outlook 2007 on Vista Ultimate 32
bit.

Generally yes -- If your Hotmail account is grand-fathered into free
access then it may still work, but most accounts don't have this access
anymore.

Works for my freebie Hotmail account, but then mine is a very old
account that got grandfathered under the policy change back around
November 2004. You created your freebie Hotmail account too late to get
WebDAV access for that freebie account.

Some history:
- 1996 July: Hotmail becomes available.
- 1997 December: Microsoft buys Hotmail.
- 2000 February: For MSN, POP3 access is discontinued and switches to
WebDAV access. MSN "legacy" accounts created before that date continue
to get POP3 access. MSN accounts created after that date only get
WebDAV access.
- 2002 July: For Hotmail, POP3 access is discontinued and switches to
WebDAV access.
- 2004 November: For Hotmail, Microsoft changes policy to disable WebDAV
access for *new* FREE Hotmail accounts created after that date. Old
accounts created before that policy change date continue to get WebDAV
access. New accounts created after that date must pay to get WebDAV
access.

One slight addition -- You must have used WebDAV prior to that date, an
account which was created prior to that date, but never used WebDAV,
would not be grandfathered.

From July 2002 to November 2004, the only access available was WebDAV.
That means for over 2 years that you never used your Hotmail account,
but freebie accounts that are not accessed in 60 days get disabled and
after 90 days they qualified for deletion.

I believe they also had this newfangled web interface thingy too...
